Doesn't sound like VW to put the fuse box in such a stupid place. Thought it was under the steering column? At least I think that's where it is in the wife's 2004 plate.

The fuse box is under a cover at the right end of the dash bord, open the drivers door and you can see the cover at the end of the dash, prize it of and the fuses are under it, you will also find about 6 fuses under the batt cover in the engine bay.
There is a drop down box under the steering wheel. Once you've opened that, you can drop it down further to reveal the fuse box and relays. To access the fuses you will need to pull off the front cover of the black box covering the fuses. You will also find a table diagram showing the order of the fuses and what they are for.
