Yes, they will be fine!

If you have skinny/hybrid tyres you might want to try and find slightly smaller tubes - but for off-road tyres they will be the right size. It should say on the tyres somewhere what there actual size is (eg 26 x 2.xx)...

i would have thought it would be fine, surely all u r doing by replacing the inner tubes to 26 x 1.9 - 2.1 is decreasing the risk of tyre puncture?!

I never knew inner tubes had 3 dimensions.

I think that the top one should either be 1.75 or 2.125

Not sure where you are looking but Tesco and Asda both do pretty cheap tubes (under £2 each) but if you ride a lot they are probably a false economy, they tend to puncture quite easily and not be very even.
