Are you using an account with admin privileges?

When you say 'anything' do you really mean 'anything', or will some programs/apps install?

yes im the admin, malwarebytes insatlled but no games will, tempted to fully restore the system, its due anyway lol

Before you do the restore, open Task Manager & see what is happening when you click on the install (program/s opening/closing, CPU & RAM usage etc). The guilty party may stick out. Otherwise, system restore.

although in an admin account, are you right clicking and selecting 'run as admin' ?

Duff Windows Installer install?

Do other already installed problems run? Do programs that don't require an installation run?

Long shot, but you should be able to reinstall Windows Installer with this:

Vista and 7 create a system partition of 200mb at the start of your install partition. Otherwise could be a backup partition for restoring to factory settings, probably in a format windows doesn't like, so shows it as empty.
