  You'll be ok for water. You will be surrounded by it anyway. As for meals - if you don't want to pay, you can usually bribe one of the phillipino waiting staff to get you scraps from the kitchen.

  Meals are all free on all the cruises I have done (Disney cruise, royal Caribbean) , soda package is good option we always go for that, on all cruises we have done soft drinks like tea, coffee, water, apple juice, orange are also free.
  
  Most activities off the boat you will have to pay for but all activities on the boat should be free in my expense and we have been on many over the years.
