I thought it was a wasp initially as its abdomen has the yellow striping and it looks to have pollen collectors on its legs but I can't find any wasp (or hornet) that looks remotely like this particularly the head which on this one is dominated by the massive eyes and no antennae. The shape of the abdomen doesn't look like a wasp either, the shape looks more like a fly but I've never seen one that size here.

So you took the picture in one of these countries
Southern France, Italy, Albania, Croatia, Herzegovina, Bulgaria and Morocco. There are also unverified records from Portugal, Spain


Clearly not and given that's where they're normally found it would explain why I've never seen one up here.
