Best bets are local markets, I usually pay £9 per 100 on CD's and £10 per 100 on DVD's. You get a better service from them too with some good banter and the odd freebie thrown in (usually in my case a free pack of 25 on any new brands he wants trying).

Failing that I try aprmedia.co.uk

used to use svp.co.uk but their P&P is crazy for small orders

buytech.co.uk but for only 25 disc you could get them from tesco, where i think they might still be half price on their own brand media, the DVDs were.

If you've got an Aldi store near you, they sell drum of 50 blank cd's (Tevion) for £5 and I've not had any problems with them.
