It's going to depend on your line quality and length TBH - if you're 4km of line away from your local exchange, then you won't see anywhere near the 8meg you should be getting.

If you can report back what your Attenuation and SNR reports back as, it'll give us a better idea.

That speed is pretty poor even if you are at the boundary in between exchanges.
On you master socket in your house (usually downstairs) remove the face plate which will expose another phone socket that is direct to outside line with no extensions. plug your filter in to socket behind, then plug your router/modem in. see what speeds you get then.
More often than not, it's the extensions of the master socket that slow down your speed as they are wired using all 4/5 wires when in fact you only need to connect 2 wires.

Try it out.

I'm a little confused as to the technical reasoning behind this - can you explain? I'm pretty intelligent, so don't hold back!

I don't know the reason behind it as this is what i got told when i paid a lot of money for a BT engineer to come out.

The guy was very nice and talked me through what he was doing but he did say that it reduces the interference if you only use 2 wires. he showed me the trick with the socket behind the master socket and it worked a treat.

Here is the info for the 2 wire job.

From that I'd have said you might be stuck on a fixed 2mb as it's unusual for the upload to be that low if you're getting 2Mbps on an 8Mbps connection, but as you reported 280Kbps upload in the first post that can't be it.

Yeah, this is a good way to check whether your speed is down to distance or whether there's something wrong. Your attenuation and SNR will be in your router control panel.

8 miles isn't going to affect your ping, speedtest is just rubbish at testing ping.
