Broadband speeds

Having had a telewest engineer to my home as my downloads where getting slower at all times of the day.
He stated that the internet connection speed testers, such as internetfrog and thinkbroadband where hopelessly inadequate and where of by 30%. stating that the best test was to download a file from say download.com and see the rate of kbs.
Now I have a 4mb cable connection and downloading a file can be as high as 400kbs or the usual 125kbs getting slower sometimes 60kbs. Can anyone supply me with a way to measure my speeds

Make sure when you are testing that nothing else is happening on your PC, as that may affect the speed of the download (and if you are on a network the same applies for all the other PCs).

Telewest are capping bandwidth at peak times in the NW.
