PC with emulators.
#2
Probably a modded original XBox. They seem to run most things.
#3
You can on a chipped PS2
#4
Prefer a console to play on tv with controllers. Whats easier xbox or ps2 in terms of price and actually getting it to work
#5
The emulators exist for the Wii, though I don't know how well they work as I haven't tried. I'm content with just the NES/SNES emulation.

xbox soft mod is a doddle, upgrading the hard drive is a piece of cake and you can network it to transfer emulators and games accross, there are literally thousands of old console games you can play, see this youtube clip

Plus, with the Xbox you can stick on XBMC which is the best media centre ever.
#8
some of the emulators for the Wii are really good, like mario, but pokemon, sonic and a few others are rubbish,

Jailbroken PS3 would be my best advice, not sure on the current status of those particular emulator projects but they'll come soon enough.

XBMC is the best media centre by a mile but the original Xbox isn't the platform I'd recommend to run it on.

Op wants to run emulators, so you suggest something without them. Wait? What?

There are working emulators on the PS3 already and some in the works. I don't see a cut-off point as to when the OP wants a console by so my comment was fair.

You don't need a chip, just need a copy of splintercell, a memory card and some free downloadable files.

A Copy of Splintercell erm... can you explain here?

last I saw you didn't need a copy of splintercell but the easiest way is with one. You basically copy a save game file to the memory card then load splintercell up and load that saved game which opens the exploit and allows you to softmod from there.

Walk into a computer game shop, ask the assistant for a copy of Splinter Cell for the Xbox, and pay for said game and take home. 8)

Ok, you can do it without splintercell but it's risky and fairly easy to brick your xbox for the sake of saving under £5.

Op read this, full tutorial:
