I think on of the cheapest is Lebara sim cards, they sell them in Tesco's i think, or you can order them online

No i dont think it does, its the same rates as anywhere in the world, with no costs to you if someone calls you,

According to these pages, Lebara SIM cards charge 19p/min to receive calls in Europe and £1/min to receive calls in the USA:

Lebara SIM cards are really intended for use in the UK making calls to international destinations.

To the OP: Lebara also sells cards for use in Spain (http://www.lebara-mobile.es/es/index.php). They may be good value if you want to make lots of calls abroad, but I don't have experience of these. I've found the Yoigo network pretty cheap for use in Spain (http://www.yoigo.es/). You can buy Yoigo SIM cards in branches of The Phone House and Carrefour supermarkets.
