  nope you can just hand out cans and take money no problemo
  
  just like you dont need a license to be able to drive a car
  
  although if you get caught or grassed on you may end up with a slap on the wrist or a fine
  
  we used to have cans of beer in the soft drinks machine at a hostel until someone had an issue with the owner and grassed him up.....theres always someone that has to spoil it for everyone else
