I don't know how to get the icon back, but have you tried accessing it by clicking Internet Explorer and then click on tools, you can access internet options there.

download and install this, then run it to delete all internet cookies/history etc.

If on Windows XP:
- Click start button
- Click "Run"
- Type inetcpl.cpl into the box and hit Enter (or press OK)

If on Vista, there is no Run box so just type inetcpl.cpl into the search box on the Start menu.

That should bring up Internet Options (the one located on the Control Panel). You can make a shortcut pointing to inetcpl.cpl on your desktop as a less-than-ideal solution to the problem.

If it doesn't work, Internet Options might have been disabled by a program installed on your computer (possibly a malicious one). So run a anti-malware scan (use Malwarebytes if you don't have a scanner already).
Another thing to try is detailed in the second post of this thread: http://www.techsupportforum.com/microsoft-support/windows-xp-support/166078-help-cannot-access-internet-options.html
