Paint

On a serious note, you need to prep the plastic by sanding it down smooth and use primer if you wish, wet sand in between coats lightly and then lacquer once the flip paint has dried

Shopping List

Mask
Paint / Primer / Lacquer
Masking tape (Taping off areas to not be sprayed)
Sandpaper

Not sure on the grade needed between the coats of flip paint, it will be around 400 grade

The only problem would be durabilty, as phones get handled a lot, slid in and out of pockets the paint would wear very quickly and easily, if you are intent on doing this prep is the key and remember lots of very light coats are better than a few heavier ones, and plenty of clear lacquer too on top!

For a pda http://www.instructables.com/id/How-To-Spray-Paint-Your-PDA/ (some goode instructables on there too) same principle though, i'd suggest however getting a cheap housing from dealextreme or similar and doing a trial run on that, for the sake of £1.80 and some paint whats there to lose?
