doesn't bother me.

If you're calling someone a muppet, you're not trying to be nice, So yes it is offensive.

yes i suppose it depends on how you are saying it but generally we use it sometimes when normally i make a blunder but we dont say it in a nasty way!

I'd lump "muppet" with "noggin" and "silly billy" - I don't think it is offensive unless it is intended that way.

Its not offensive, I say it quite often. A word is only offensive if used in the correct manner.
