Does anyone work for Fire and Rescue ?

I need some advice if possible, need to know some facts before I make a phone call.
Daughter lives in a flat above a shop so living accomodation is all on 1st and 2nd floors. There is a balcony type thing out of the kitchen. There is a wooden fire escape but there is no means of access to it, unless you climb over a 5feet high fence.
Would you say this was a safe arrangement ? Have to say it gives me sleepless nights worrying about how she would get a toddler and baby out.

    Get your daughter to ring 0800 923 7000 tomorrow. That's the community safety team for Kent Fire Service. She'll be a priority as she's pregnant and alone and they'll arrange an appointment to come and see her when it's convenient.
    And a hydraulic platform wouldn't be needed for a second floor rescue, all fire engines carry a 9 meter ladder and triple extension ladder which would reach you so fear not!! Building regs do appear to have been written by idiots though.

    Yes I work for the fire service. The balcony in the kitchen would serve as a fire escape. Most first floor flats and above just have to have a window you could physically fit through by means of escape. The access and egress points must be kept clear ie communal corridors etc. Ask your daughter to ring her local fire station and request a Home Safety Check. Fire crews will attend at a convenient time to install smoke alarms if there are none and provide advice and plan escape routes. It takes 20 mins but could save a life. Plus, the biggest lifesaver is the smoke alarms themselves. Make sure your daughter tests them once a week and vaccuums them once a year.

    Well, our loft conversion needed a fire escape and that is on a house, with exits front and rear. Once the inspectors left the fire exit was blocked up for storage, auto door shutters remove(who has those, I bet not even fire service personel have that in their houses).

    It isnt legal having the exit blocked up. On a house, most people dont give a s*** but i guess on a flat, where others can start fires, there is some concern.

    Smellyonion, if it was a new build then it's the local council who would make them decisions within the building regs.
    And I'm honestly not sure whether a wooden fire escape would be legal. I suppose you wouldn't use a fire escape that was actually on fire but wood wouldn't remain as structurally sound as metal when subjected to heat. What town does she live in? Or city?

    Pretty much a large velux window at a lower level.

    Guess so that the fire services could crane you to safety if you are traped on the 2nd floor.
