Why do they insist on the process taking 4-6 weeks? E.g. what if the new owner gets tickets etc. because then it becomes a burden for the old owner to have to deal with an unlimited number of problems in terms of having to explain through letters etc. that it is no longer their vehicle and possibly more.

If you make sure to get a dated and timed receipt, then you will not have any problems, just send them a copy if anything develops.

The ownership transfers at the point of sale, not when you receive your new documents.
