If I order something from HK thats £16.99 with shipping of £7 I won't get stung at customs will I?

Its £18 right?

you could always ask the seller nicely to mark as a gift and put say £10 value on the package,I have done this before,its bad but saves a sting by customs
I think, probably wrong, you could ask them to mark the item as "gift" and this hopefully will mean you dont pay customs
If seller just states the value of the item,and not the cost of shipping on top then probably be ok.
But anyway I would ask seller if they will do it,I usually ask before I buy.
I have bought a few things from Hong kong and Australian never had a problem with customs
The value for customs is (like you say) £18 so you should be fine :)
