I have tried to bid on 2 items from a seller I have never dealt with before and both times I received this error message.

its because they've set up a restriction for new buyers or some other stuff along the lines eg. no credit card on file etc

You should ask them first if thats the only thing you can do..

Then they might let you bid on the item, and take you off the restrictions.

Well they might have restricted anyone with 100% feedback lol

Just message them and ask...It's all up to the seller because i think there's nothing else you can do! ;-)

They have blocked you from bidding using buyer reqs.

Why would someone who is genuinely looking to buy something be blocked?

Is it an item that is banned here but not in other countries.
eg knives can be bought in USA ebay but not on uk ebay.

How many items have you not paid for in the past if any or policy violations.
These are about the tightest you can get for a personal account....

Don't have a PayPal account
Have received 2 Unpaid Item strike(s) within 12 Month(s)
Have a primary delivery address in a country I don't post to
Have 4 Policy Violation report(s) within 6 Month(s)
Have a Feedback score of -1 or lower
Have a Feedback score of 5 or lower and no credit card on file
Are currently winning or have bought 1 of my items in the last 10 days and have a feedback score of 5 or lower

None of those. I have over 100 transactions all paid for and all positive feedback both as a seller and buyer, bar one 3 years ago

No, it's a phone and the seller has over 6000 transactions.

Wouldn't you be better off doing this to find the answers rather than have everyone guessing as to what the problem is.

I had already done that but they didn't reply till today. Apparently a previous item they were selling was the subject of shill bidding; I didn't bid on that item but did ask a question and they have blocked all user id's that were connected with that auction. They are still investigating.

So they had blocked you then as an ID, see always pays to ask if stuck. Shill bidding? Do they mean bid shielding, not sure why they would admit to a potential buyer to being a shiller.

What's 'bid shielding'?
