Unless they're large letter 1st class stamps (should be 65p...so she would have been under-charged) I think she's been ripped off. As PK said, I don't think they can charge over 39p for a 1st class regular stamp.

Royal Mail today announced that the price of First and Second Class stamps for standard letters weighing up to 100g would rise by 2p, to 41p and 32p respectively, from 6 April 2010. The prices for ordinary meter and account mail, largely sent by small businesses, will not increase and will remain at 36p and 25p respectively for standard letters weighing up to 100g.

Still not 45p though.... but it's not 6th April yet anyway :-D

If you really are bothered by the 6p HIKE then take it up with trading standards, but I dont think they will care at all over 72p over charged.

72p extra on a book of stamps is a lot,especially as i suspect it's not allowed.
