I don't think culture reached as far as the area where that flat is situated.

I have lived in Liverpool almost all my life. It is a great city but unfortunately it is one if the dirtiest when it comes to litter. Liverpool One is kept tidy for the tourists, but as soon as you get outside of the city centre the streets are filthy. Sefton Park, the jewel of Liverpool, especially its lakes, is like a rubbish dump at times.

i mostly agree with you, walk upto the Baltic triangle from John lewis and that gives you an idea about litter, it's a bit embarrassing when these super apartments are getting thrown up all around the triangle but pavements, roads and litter is left for all to see, the roads into the city are awful I dread having to drive in. I have even planned a mostly flat route using the M62, edge lane and queens drive to avoid the main roads like Nertherly and Belle Vale. at least edge lane is finally getting a make over. the council say no money to fix roads but I live in Widnes now and the roads there are great, so no excuse seens as paying road tax. litter well as much as the council say no money to clean up its not their fault it's the lazy mostly young people who think it's ok to use the floor as a bin. it's not just Liverpool a lot of major cities are like this, tending to polish over the tourist parts and forgetting the approach roads which to me is the most important part as that is what leaves the impression. luckily the warm welcome and humour rises above the rubbish

I live in Manchester and its no different here, they try to keep town clean but don't give a damn about the wards.
The streets here get cleaned once every 3weeks now and even the street cleansing has been sold off to a private company and this coming from a so called anti privatising council, labour,
