I'd highly recommend Picasa 3 (Free!). Very easy to use. When you first download it, it will automatically scan your whole pc for all your photos and create them in a library for easy access. You can change the setting so it doesn't do it everytime you load new photos. Worth having a quick read before installing.

The whole family use it all the time, including our 9 year old ideal for edit photos, remove red eye, crop and some special effects. You can also reduces photos for email purposes or uploading to web site.

It's part of google.
http://picasa.google.com/ I've recommended to lots of friends from beginners upwards in digital photography.

Have fun.
