A lot of people are under the false impression that any establishment that sells food must give free tap water when you ask for it. Some bars and clubs say they don't sell food so they don't have to give you free water.
The truth is that it's nothing to do with food but alcohol. Any licensed pub, bar or restaurant that sells alcohol has to give you free water if you ask for it.
The link bellow is a parliamentary document that shows our parliament intends to ensure our free tap water is of even better quality:

We are strengthening that condition to state that free potable water must be provided to customers. That will ensure that the water is of sufficient quality to be consumed. It will also provide premises with flexibility over how they provide water as, for some, it may be more appropriate to provide free water in bottles. Remember it's places licensed to sell alcohol and not food so coffee shops and Greggs can still say you have to pay for your water.
