http://www.vphase.com/ these are just as daft

it claims to save 15% on lighting because it makes normal bulbs 15% dimmer and reduced voltage means more current for switch mode stuff

the saving will be relative to the cost of the device. ie double glazing - saves money but costs a fortune to install. : )
