Have you downloaded or installed anything recently as some viruses attempt to stop you from removing them

If the control panel isn't opening up, it could be caused by some malware.

To enable control panel in the registry,go to Start/Run/type:regedit /ok

then find :
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Look in the right pane if you can see the dword value "NoControlPanel" then your right click and modify change the value data to "0" or you can delete that dword value

Reboot or logoff & logon and try now.

it maybe a bit of malware changing the registry keys.
Last one I have seen that does this is a fake Kasperky program, but forgot its name. DOH!

Hope it helps :)

Your not using spysweeper are you?
That can stop you editing the registry or entering the control panel.

i use Malwarebytes' Anti-Malware it has remove all malware successfully.

While you have removed the malware it may not be the whole thing that was removed and it may have left bits of itself all over your system.

Download a copy of HiJackThis and head over to www.techmonkeys.co.uk and post a coy of the log their with some details about the problems your having. They will guide you through ensuring all of the malware is gone and how to get back in to your control panel items
