try changin the resolution of screen??

go to desktop
rite click
properties
settings

will it stay like it? or when i restart will i have to press the ctrl and scroll again?

Using the CTRL and mouse wheel acts like a zoom function is all... I wouldn't have thought it would stay like it to be honest, but try it and see if it stays that way.. if it does then no worries, if not then you'll have to have a look through your preferences to try and fix the problem.... can't remember where those types of preferences are in windows to be honest.

It is correct that you probably need to change the resolution. Sometimes if you are playing games, the game changes the native resolution but does not change back when you exit. Good luck.
