I have just looked at an old letter I have from orange, there is a free phone number-may be worth a try:
0800 0790272

Also thought 450 was free!

You'll need at least £5 credit on your orange sim card (which be deducted) inorder to active the Blackberry pin as it all comes under the blackberry service which is valid for 30days, they will automatically debit your account balance again once the 30days is up.

Just call them off her phone and give them your mobile number to look at your account. The pin will ONLY work if the sim card that is in the phone has Blackberry service, so as long as you put that service on your own number you'll be fine!
