Check this site for help .... http://www.pepipoo.com/NIP.htm

It will tell you that unless you were driving a hire car or company car that requires a search to find the driver then 14 days is their limit...

Yes basically they have 14 days to contact the registered keeper of the car. So if you are you should be ok. Unless they decide to charge you with an offense (eg dangerous driving) then they have 6 month but the chance of this is tiny unless you caused an accident.

The bank holiday doesn't come into it. The NIP has to arrive within 14 days bank hoilday or not.

No it does not. The NIP must be served within 14 days, regardless of being received or not. The police are not responsible, aslong as it was sent by them and should have, under normal circumstances, arrived in time.
