I see that the HMRC link for paying self assessment is down yet again. Typical HMRC that they pay celebrities a fortune to tell you that you must submit your return by 31 January (or else), then provide a useless payment link that doesn't work. Did they ever find those missing Child Benefit disks by the way?? Unlikely I suspect, as most of the staff I've dealt with probably couldn't find their own backsides with both hands!!

I read a theory a while back that said that there's a faily good chance that the Child Benefit discs never went missing at all, because they were never even made. It seems to stand up. From the worker's point of view, if they follow procedure and don't use recorded delivery, there's no proof that they didn't send the discs, and they can't get in trouble for following procedure and the discs not turning up. They can, however, face disciplinary action if they admit that it was a Friday and they wanted to bunk off for lunch early and forgot all about the discs. For everyone else too, there's been no major rocketing of ID theft country-wide, so it's probably a fair bet that no-one's sifting through the database taking out mortgages in the names of 25m random people.

So, they're probably not inept, just dishonest. And this theory stands up too, based on my favourite HMRC foul-up, where they accidently deleted the database of people due tax rebates, and didn't have a backup. Whoops, eh?
