How do you raise a complaint with Ebay/paypal?

2 weeks on and despite a lot of hot air emails from the seller the 4 items I bought from him (in 2 seperate packages) have all failed to arrive. I suspect nothing was ever sent as he wont answer me when I ask when the goods were sent. Everything is always being dealt with or on its way and I have had nothing. I dont think the man is devious he just sounds very disorganised but that said I still have no goods. How do I try to get my money back? Thanks

Do you have an item number so we can see? Click on help and you will se about raising a dispute, if you paid through paypal you can also look at the item in question and just click the dispute button

hi im rappy if you wate 10 days you can file an item not recieved with paypal and you will get your money back,go to paypal and click on resolution centre
