It'll clear if you take the little battery off the motherboard for a minute or so. Problem is it's not exactly a walk in the park to get to it - will probably require you disassembling the laptop unless there's a cover on the underside of the laptop which reveals it when you take it off (like in this pic: http://media.wiley.com/Lux/74/78974.image1.jpg)

Not the laptop battery itself - the CMOS battery: like this one

also..
this article: http://www.technibble.com/how-to-bypass-or-remove-a-bios-password/
lists some "backdoor" passwords. I assume they are some sort of master passwords so they could be worth a shot before taking anything apart.

edit2: been doing some reading on sites I found via a google search and some people seem to be saying you need to contact Toshiba themselves and the password can't be removed. I thought it might be clear-able but then again maybe not.. years ago, my Dad had a work laptop which got locked down with a BIOS password and it was only removable by getting a code from tech support. Maybe a similar security system is used by Toshiba?

You cant, it needs to be done by Toshiba.

Have you tried any of the suggested solutions yet?

So, so, many times I post on PC help threads and we never hear back from the OP about whether they got it sorted or not.

Also, I might add that to be a manager of an IT team you don't need to be an IT genius. My neighbour manages some team of council IT people but it by no means a computer expert! Also, see The IT Crowd - perfect example :-D
