She used to get it started (jump leads/ push start- whatever it took really!) and make me sit in the driver's side revving it to keep it alive! (_;)
If he's sat in the drivers seat with the key in and engine running, then he's 'in control' of the car.
Ever heard the terminology of drunk in charge of a motor vehicle?

With regards to the drinking aspect; I believe that the offence would be the intent to drive, which the police would have to prove. When you have the engine running you are pretty much banged to rights, but when you are in the key without the engine on it is a little less clear cut. My friend was in his car, drunk, laying on the back seat, with the keys in the ignition (car not running) and he still got prosecuted.
So I assume the underage aspect would work along the same lines?

If you, a adult, a car owner leave the keys in any motor vehicle unattended it is illegal.
Therefore the answer is, its illegal. Thats before the police know/find out a kid was revving the engine.
