Is it possible to output to different speakers in Win 7?

In Vista and below I had to manual "spoof" as such software to do this as in I had to set my default output to speakers on control panel then open up my pc game for example, then once open I would change output to my tv via hdmi for watching a movie at same time so then I had the movie output through the tv and game through pc speakers.

In Win 7 I cannot do this, whenever I change default output it changes automatically without leaving the programs already open set to the old output.

Sorry if not clear but any ideas?

Interesting. I have no requirement for this functionality at the moment but can't think of any way to do it.
Googling 'output 2 audio sources windows 7' seems to confirm that it is a problem for a lot of people.
