Is paypal safe for buyers? (Not ebay)

I know paypal is fairly safe for buyers when using ebay, but I was wondering if you get the same protection if buying from an individual or website that accepts paypal.

Websites yes,
But from an individual its not 100% safe.

As long as the seller has a recorded receipt of postage to your address and you have received something from them then they would not give money to you in a dispute.

I had this happen when I bought a gift card off someone I thought I could trust, was a friend of a friend, They sent me an evelope with nothing in, The envelope wasnt tampered with, never heard nothing from the person and paypal was given the recorded number for the envelope I signed for! I got nothing back

You bought your item on eBay?


If you bought your item on eBay, please open a claim on the eBay website directly. Simply log into your eBay account and go to the ‘Contact Us’ page; you can open your claim using the form available there.



It is still possible to open a dispute on the PayPal website. If you pay for an eBay item through PayPal and you have a problem with your purchase, then we will look to cover you for the full amount (including postage) in the event that:

• You don’t receive the item
• You receive an item but it is significantly different than the description on eBay

You bought your item on a merchant's website and not on eBay?


PayPal Buyer Protection applies to items that are not received and to the quality of goods received, and applies only to items which are purchased on a merchant's website and not on eBay.



To be covered you must:



• Ensure the claim is for tangible, physical goods that can be posted and are not prohibited by PayPal. Payments for intangibles, services, licenses and other digital content are not protected
• File a dispute in your PayPal account via the 'Resolution Centre' within 45 days of the payment. If you cannot resolve the dispute with your seller, ask PayPal to investigate by escalating the dispute to a claim within 20 days of the date the dispute was opened
• Be willing to provide information during the investigation process. If we are unable to obtain the necessary information, the case may be cancelled without a refund
• Only open one dispute per PayPal payment

Beth,if you send an ordinary payment to someone and NOT gift payment you are covered,in your case it was because it was a gift card,they are NOT covered by buyer protection.

Ok. Decided not to do it going by that. It was for a plumber service, so no physical goods.
