If you need to re-install the OS without a recovery CD then make a note of the drivers or go to the manufacturers website and see if you can download them from there.

You'll need a copy of XP or Vista. Try a repair option first. What's the problem anyway - maybe spyware cleaners can fix it for you?

You need to be more specific than that as HP have made a lot of laptops over the years. If you've lost the recovery disk and there's no recovery partition on the hard drive then you're going to need to source a matching OS disk and build the machine yourself which is not difficult and usually better than a factory image.

1.

Disconnect all peripherals and internal non preinstalled devices from the PC, except the monitor, keyboard, and mouse.
2.

Turn on the computer.
3.

When the initial blue HP screen appears, press the F10 key repeatedly until a recovery menu appears. The progress indicator that first appears does not indicate that a recovery is taking place. The progress indicator represents the time before the recovery process is started.
4.

When the Recovery screen appears, click Next, and then click Yes to perform a normal, non-destructive recovery.
5.

To perform a destructive recovery, click Advanced, and then click Yes.
6.

After the System Recovery is complete, and the computer starts successfully, update the computer software as follows:

Go into the BIOS and make sure the CD/DVD is set to boot before the Hard Drive in the boot priority.
Insert the XP/Vista CD and you will be asked to hit a key to boot from the CD.
Do that and the installation procedure will start.
You will get an option to repair the current installation which is worth trying.
Also if you have a new laptop it most likely has a SATA drive which XP won't detect but Vista will.
The whole thing is a pain in the ass and if you can get someone to do it for you then grab em.

If what casparwhite says is true then you dont need a recovery CD. That's definitely the best option.

While you can get software for wiping the HDD you don't need it for a reinstall, the windows installer will allow you to manipulate and format (wipe) partitions.
