Personally, I don't like windows phones. I've never owned one but I work in a mobile phone shop so I've demoed them many times. If you're looking for a budget smart phone then the Huawei Ascend G300 is great (apart from the ringtone which are very quiet). Now that the quad core phones are coming out the standards of the budget lines are being increased so you'll start to see many more phones with 1GHz+ processors at the £100-£120 mark. I really don't think you can go wrong with an android phone because they're so customizable, if there is something you don't like about the software then more often then not you can just change it (like text message app, keyboard, browser, contracts list)

All Orange phones are locked so that they can only be used on the Orange network.
You can have any handset unlocked to use on any compatible network. Once a handset has been unlocked it can be used with an Orange SIM and/or any other compatible network SIM.
pay as you go
In order to have your phone unlocked:
The IMEI must not be blacklisted (customer services will check this for you).
The phone needs to be active, you can't unlock an old pay as you go phone that's no longer on an active account.
The handset to be unlocked must have been registered to Orange pay as you go for a minimum of three months.
pay monthly
In order to have your phone unlocked:
You must be a current or previous Orange customer.
The handset to be unlocked must have been registered to Orange for a minimum of three months.
The IMEI must not be blacklisted (customer services will check this for you).
Your account balance must be zero; everything needs to be paid up to date.
Cost
It’ll cost you a one off fee of £20.42 (inc. VAT) to have your phone unlocked, this is an administration fee.
pay as you go
The handset unlocking team will contact you and tell you when you should top up your airtime balance.
pay monthly
The £20.42 fee will be added to your next bill. If you're no longer an Orange customer then a bill will be created on the account that the phone used to be registered on, that bill will just be for £20.42.
