Recently sold something on eBay, everything was fine, and the buyer has plenty of feedback. The transaction was protected by sellers protection, and the item shipped via tracked DHL delivery to his exact address- the buyer even signed it.

But got a email from paypal this morning:

'We were recently notified that a payment you received was reversed by the buyers bank. A bank reversal can be requested by the bank itself or the bank account holder.'

What do I do?

All i ever seem to read on here now is ebay and paypal threads... things going wrong.

Why don't you all knock it on the head.

Companies such as pixmania or simply electronics have a bad customer reviews and people tend not to use them anymore because of this, you learn the lesson. But people keep going back to ebay and they must be the biggest scammers going.

Couldnt agree more, everytime i read misc, theres always a thread about paypal/ebay. I have not and will not be selling on there any longer, the fees are enough to put anyone off.
banned#3
I only use ebay if i need to buy something cheap and im unable to get it elsewhere, i stopped selling on ebay as i started having problems and also the fees are ridiculous.

TBH i have noticed a huge influx of people using fs/ft on here now.

Best thing you can do is claim via paypal,

tinkerbell28 is good with information regarding ebay/paypal so she may offer you advice on what to do.

It sounds like the payment has bounced, which is very rare but does happen, a reversal happens if the payment is fraudulent which you get told about OR if the bank transfer dd has bounced and the back up source bounces.

The latter is rare but happens and my god I hate to say this you are not covered by seller protection for a bounced payment.

Ask him to pay again if no joy you will have to go the small claims route.

if you have tracking info and it was signed for, you fulfilled ur part, paypal dont have a leg to stand on, ring them and tell them this, you are covered as stated in their terms n conditions
#6
Should always withdraw the money from Paypal account same day. I never leave money sitting there.

If the payment has bounced he is NOT covered.

dont matter if u withdraw it straight away, your balance will go negative until paid off,

correct

if hes not covered whats the point of having seller protection? the money was paid into his account how are we supposed to know if its bounced or a valid payment when we send items off, to me paypal if that is true is a waste of time as even if u have tracking n do all the things correct is useless if it comes back on u a month or 2 down the line

TBF paypal payments that bounce are rare, as if you have bounced a payment from that account/card/address/bank details before paypal send every payment by echeque to avoid the bounce.

It does happen though, and basically when you get pp funds it's not cleared funds, even though it looks like it is, it's not it a notice of emoney, they still have to request the money from the payment source, if this bounces you get a reversal, can happen with ANY pp payment, ebay, gift whatever. It says all this in the 1000s of pages of notes.

Paypal will cover you for reversal due to unauthorised use not bounced payment, sad but true and when it happens it's a real kick between the legs :-(

I've had this once (on here funnily enough) and it was a genuine mistake. The user had recently switched banks and their PP DD hadnt been transferred over properly by the bank. Let them know and they made payment via BT instead.

I know it's easy to assume the worst (especially with PP and Ebay!) but there is always a chance it is a genuine mistake/error :)

I'd same a few days ago, genuine error by buyer, they'd got a new bank card and old card had insufficent funds, paypal payment got frozen a week later,

Buyer was well established and lots of good feedback, spoke to them and they repaid me immediately,

Paypal said though I'd be covered for seller protection if I produced proof of postage, yep, proof of postage, not a tracking number, remains to be seen though if they would actually have paid out though on a postage receipt, but I told them that wouldn't be necessary as buyer was going to repay and they confirmed they had received the item,

Paypal also said the funds on hold didn't actually exist as the money wasn't actually there,I assumed it would sit frozen for a few weeks until they completed the reversal,it didn't though, next morning the hold was removed and funds were back in my account!! I had to do a refund to the buyer as I was paid twice for the same item,

So could well be something similar,a genuine error by your buyer
#15
I cannot stress this enough paypal will not cover op if his payment source bounces/declined, it will only cover him if the reversal is due to unauthorised use.

Maybe a genuine error, maybe not the only way is to ask, if not small claims will be his only option.

11. Seller Protection Programme

Paypal actually told you wrong, shocker I know, they got themselves mixed up, maybe they should read their own t&cs  but you would not have been covered. You only have to provide proof of postage to said address in the event of a chargeback for unauthorised payment. You don't have to prove delivery for this purpouse.

However submit a claim for declined payment they will refuse it as you are only covered for unauthorised use not a declined payment.

Well you got me thinking there did paypal actually give me the wrong info as I'd definately be concerned if it was the case that bounced payments were not covered by seller protection so I rang paypal, they said provided the transaction shows as eligible for seller protection on the payment page you ARE covered 100% for bounced payments

they will debit your credit / debit card with the neg balance. If they still cant get what you owe, then expect court action and a black mark on your credit record I expect.

No you are not!!!!!!!!! They have given you out the wrong infor as they always do on the phone, you are NOT, I REPEAT NOT COVERED.

You are covered in the event of an unauthorised payment, the procedure you were describing as above, you are NOT covered for a reversal due to the payment being declined, it's NOT covered as per their t&c's, INR and UNAUTHORISED payment only. This is well known on ebay by sellers, suprised you don't know it's a thorn in the side of sellers and is always moaned about on q&a, maybe you have not come across it yet as you have been lucky not to have reversal with complete refusal to rectify, paypal have advised you wrongly on the phone, no shock there then.

OP do me a favour, go on to ebay>community>forum>q&a, search for the term "reversal" you will find tonnes of threads all telling you what I am telling you and there are 100s of ebay TS on there who really know there stuff. If me showing you the t&c's is not enough for some, and my god do pp get it wrong on the phone at times, go and ask there, they will all tell you what I have told you.

I seriously don't want you barking up the wrong tree or getting false hope, anybody else is free to do the same if in doubt:thumbsup:

Now I actually think about it,a bounced payment is an 'unauthorised payment' so your definately covered,

OP you will be fine, your funds will be released back to you...eventually,

paypal can take ages to get cases resolved but you will get it

No you are not fgs you are talking crap, op do what I have told you and get yourself on Q&A forums now, they will tell you exactly whay I have told you.

A bounced payment, or declined payment is not covered Unauthorised in pp terms, means the payment was never authorised by the buyer, not the case in a bounced payment.

“Unauthorised Payment” means a challenge from a buyer claiming that he or she did not make the payment, and that the person who made the payment was not authorised.

From pp terms and conditions article 15.

Not in the paypal defenition no, as listed in their glossary of terms in their legal agreement...........

“Unauthorised Payment” means a challenge from a buyer claiming that he or she did not make the payment, and that the person who made the payment was not authorised.

A bounced payment has been authorised by the buyer, they did make the payment it bounced, so it's not covered under paypals defenition of "unauthorised payment".

It's the truth it's there in black and white and if you still don't believe me go ask the other sellers over on ebay forums if a bounced payment is covered by seller protection. Like I say pp on the phone told you wrong.......again, they won't pay out if the payment bounces, it's not covered.

Wow, finally some good news.

Just got off the phone with the buyer, he used wrong credit card infomation.

Thank you guys very much for your effort! :)

Well hopefully OP will come back and tell us what the outcome is,

No point in arguing one way or the other, the way i see it now is the bank unauthorised the payment and I'd be expecting reimbursement from paypal

No it's there in black and white as in pp's terms and conditions it's FACT, you won't get one. As paypal say “Unauthorised Payment” means a challenge from a buyer claiming that he or she did not make the payment, and that the person who made the payment was not authorised. Regardless of how "you" see it.

The payment was declined/bounced as he used the wrong card, which he will rectify, you CANNOT claim for a bounced/declined payment, as the buyer authorised the payment, it's not classed as "unauthorised" by paypal. My god does anyone ever listen or read the t&cs on here, I get sick of telling people this all the time, only for people to realise I am right when they are not as lucky as you.

Had a quick look, seems to RB stating that mostly,I'm still of the opinion though you'd be covered and can honestly say I wouldn't be too concerned if I got another bounced payment...apart from the inconvenience of having to wait weeks for paypal to resolve it and release funds or reinburse,

Ring paypal and get it straight from their claims department, they reiterated over and over again bounced payments are covered without a doubt...I believe them
