Paypal changes (likely for the worse)

Got 2 payments held for no reason and a message that they will do this for every payment I recieve in the future despite no disputes against me.

Checking Ebay forums and theres loads of threads recently opened with people with same issues, this is what PP say

Before a hold is placed we review many factors including transaction
activity, business type, past customer disputes and overall customer
satisfaction. Here are some common reasons for holding payments:

You have been an eBay and PayPal member for less than 6 months, and, have
limited selling activity.
You have an eBay feedback score of less than 100 and do not have a record
of good performance
You have a Buyer dissatisfaction percentage of 5% or greater than 5%
You have an average Detailed Seller Rating (DSR) of less than 4.5
You have received fewer than 20 Detailed Seller Ratings in the last 12
months
You have a high rate of customer disputes
Youre selling in a high risk category or industry such as, but not
limited to, tickets, travel, gift certificates, computers, consumer
electronics, or cell phones
You have a spike in selling activities or begin selling in a category
without an established history

We will notify you of the hold in the Payment Received email and in your
transaction Details. While your payment is on hold it will be shown in
your Pending Balance and you will not be able to use it to pay for shipping
of the item. If you are using PayPal Shipping, please be aware that you may
need to use a registered card or bank account to complete the payment if
you have no funds available in your balance.

Your funds will be released when one of the following occurs:

The buyer leaves you positive feedback
21 days pass without a dispute, claim, chargeback, or reversal filed on
the transaction
You provide a tracking number which shows that the item has been
delivered over 3 days ago

The seller? I often use the funds received to buy the postage online, either with paypal so I can print an address label and postage in one or to book/pay for a courier.

not every buyer leaves feedback so do you then have to wait 21 days?

No, I think you are getting mixed up with the old 21 hold system and the new one this says that if they flag you up for not selling much on Ebay(which means selling on here then selling something on Ebay will flag you) with me they said they will hold EVERY payment that I recieve though I dont know if that includes PPG.

It also now says that you dont have to wait for feedback or the 21 days, you can add a tracking number that shows that item was delivered more than 3 days ago.

Where does it say EVERY future payment of yours will be on hold ?

What items are on hold, what is the value,do you fall into one of the categories you have lised in your OP?

That was just something I copied and pasted from Ebay, when I logged into to PP it says that every future payment of mine will be on hold.

The only one that is relevant to me is that I dont list very often and listed something electrical which they see as high risk, so if they just held the one payment I would be annoyed but for them to stop all future payments is bad, if you go on Ebay forums there is many posts on people having all their future payments held.

considering what some people do (selling tv's as new when they aren't for example) then giving buyers a little more protection can only be a good thing.

So if you don't send recorded you might have to wait 21 days? And in the meantime if the buyer claims it hasn't turned up (when it has) you will not receive the payment? What I dislike is that they are trying - as independant arbitrators - to make the system fair for everyone, but royally screwing the sellers in the process, leaving the system even more open for abuse from scammers :whistling:

I see it as one of those double things, what they are doing is to protect themselves just as much if not more than the buyers, as each time they bring in a new policy like this its down to when they get a surge in chargebacks from scammers.

It's hardly Paypals or Ebays fault if you haven't got proof of delivery,or have you ?:?

i dont see the problem, you send via a tracked delivery, you wait for feedback or 21 days then get ya money, it isnt their problem if you people wont go out of their way to make sure sales go smoothly,

The problem is that way it gives the buyer all the power to decide that they dont want item anymore or can claim some sort of fault that doesnt exist, likewise they may not leave feedback and even if they do PP are known for not releasing money quickly even after feedback left or after 21 days and also scammers use the sytem to get money then do a chargeback so they have item and money,

I only like to send when I know the buyer cant do a chargeback or have the funds to spend.

and exactly how does the buyer know the funds are on hold, oh yeah they dont

as for your last sentance, that probably explains why they needed to do this in the 1st place

 How does that explain why they need to do it? I have a preference and the last time I sold something on Ebay was a few years ago and when I sell on here its paid for by PPG or Bank Transfer so I dont get the hold.

Buyers dont necessarily know the money is on hold but when I read Ebay forums which I every so often sellers often have to remind buyers to leave feedback so they can find out other methods.

Theres many scams on Ebay with the holds or such so you should read up on them.

that probably explains your trading history then. As chargebacks can be done up to 6 months (I think some cards co's are 90 days) from purchase i would be extremely ****** if I bought something from a seller and had to wait that long for it to be delivered!

They DO NOT know money is on hold unless you tell them. They have done it as paypal will pay out regardless if seller is at fault. It's to stop crap sellers and scammers clearing out their account leaving pp footing the bill and higher fees for all.

No need to shout! thats why I said buyers can find out in other ways or a oblivious seller asks buyer if they knew what was going on and also buyers can guess though its not a certainty by the sellers feedback.

I do know from experience once got a neg feedback from a seller before they changed it and another time got a nasty message as they thought I was scamming them and thought I did a chargeback because the money was on hold, its why I regularly check Ebay forums for details on changes.

Reading into what aI say in the wrong way really, I dont mean I wait to see if they are a scammer but more along the lines of they have low feedback and pay standard postage then message me saying they want item next day and kick up a fuss if it doesnt arrive less than a day after paying then I know they will be a problem.

And btw I have sold many items and not recieved feedback for that have gone smooth and on here just like on Ebay neg feedback automatically doesnt mean a bad seller. its the type of feedback that does.

it does explain your feedback on here though

last year i'd got a 60ish 100% feedback, sold 2 mobiles on 2 auctions, got +feedback for both and they still held my money,
i havn't sold a thing on ebay since and only bought a couple for a friend

Not really, I post when I get a chance, sometimes that means I sent item same day or next day sometimes means its 3-4 days though I normally say to buyer when I do that, there was a period last year when everything I sent from my main post office didnt arrive and it was a right pain and once I sold a dvd and put it in a bubble envelope and somehow the entire dvd case got cracked exactly in half including the insert, never knew how that happened.

Ironically most of my negs can be explained since one was when I first joined by a well known scammer at the time and another was during the tv dispute I forgot that I had promised to send a payment on a certain day and because of what was going on the seller sent me a single pm then I didnt respond so he neg'd me, the most recent one I wish the person would pm first because I can hardly chase up an item if I dont know they havent recieved unless you say I should check every item I sell daily to see if its arrive.
