Paypal holding funds from an Ebay sale for 21 days. Is this normal?

I've done a a bit of business on Ebay but this is the first time I've had this:
Taken from my e-mail received from Paypal:

You've received a payment, detailed below. We've placed a temporary hold on the funds for this transaction.

eBay and PayPal are working together to make it safer than ever to buy on eBay. One of the boldest steps is to identify transactions that pose the greatest risk of fraud and holding the payments from sellers for a period of time to help ensure that the transactions go smoothly.

We'll release the payment for the eBay item if either of the following occurs:

The buyer leaves you positive feedback on eBay.
It's been 21 days since the payment date and you haven't received a dispute, claim, chargeback, or reversal on the transaction being held
Additional hold period

If you receive a dispute, claim, chargeback, or reversal on the transaction, we may hold the payment until the problem is resolved.

This is a new thing ebay and paypal have introduced. I haven't encountered it yet but my uncle did and the funds get released after postivie feedback has been left :)

Personally I can see why it is a good idea for NEW sellers on ebay, but sellers who have been selling for years and have 100% positive feedback I find it a little bit unfair

I sold a wii on ebay and they did this to me. I haven't a great deal of feedback. I only sell the occasional thing. It was a bit of a wait. It's perfectly normal under these circumstances nowadays. I guess even though you've sold a lot, perhaps not much recently or at a high value.

I have a shop on eBay with over 6300+ positive feedback and they did that to me. I've had a shop over 3 years and been registered since November ''04 - its just another way they are trying to persicute sellers.

Aparently just refund them a few pence and it releases the funds.

So what if they leave negative for no reason, like some idiots do. Does that mean you don't get your money nor your item? This is a joke!

If the buyer leaves a neg the seller has to wait the full 21 days.

once they leave feedback you then have to wait 24hrs for the information to register.

Refunding a penny releases your funds. Neat trick.
