Why do you want to file one, why and what is it for?
#2
c chargeback is nowt todo with paypal its your bank/cc company
#3
Click on resolution centre and open up a dispute?

If you bought through eBay,you can report the problem there and it takes you to log in and to the page I think too.

Consider it carefully. Someone charged one against me for no reason and it was a nightmare to win in the end. Have you exhausted ALL opportunities?

The clue is in the word you GIFTED someone, and pp held their side of the deal, you gave a gift of money they passed it on, no good were purchased technically.

So people ask for "pp gift" knowing they can get ripped off ? Seems absolutely STUPID to me think i'll pay normall from now on

Even then your not 100% covered unless it's on ebay, off ebay you are only covered if a seller has funds. That is why you only trade with those you trust and get details if you are unsure. Even then not fool proof no, far from it.......

SUGGESTED GUIDELINES FOR BUYERS

(1) Check the traders HUKD trading feedback. Please read details posted here: HUKD FS/FT feedback

(2) Outside of this you can use the poster's eBay feedback to establish some kind of trust level. If you do so make sure you contact the user through eBay to make sure the account they state as theirs is indeed theirs.

(3) Use PayPal. We would recommend only buying from Verified PayPal Members. You can see this status on the second PayPal screen when you go to make a payment, you do not have to complete the payment to view this. PayPal is far from perfect but at least it gives you the chance of recourse if things go pear shaped.

(4) Receive and validate the following information:

1. Landline telephone number Make a CALL to check out the area code and number are correct too!
2. Name and address including postcode
3. Valid e-mail address.
4. Make a small payment to and from each other to validate the PayPal e-mail address.

*PayPal Advice:
If paying by PayPal's 'Gift' option to save on fees, you won't be able to raise a regular dispute with PayPal if a transaction goes wrong. For protection make a normal payment and pay the fees...

(5) If possible, collect and pay for items in person.

dont really matter to much, if they are scammers they will empty their account anyway, so you wont get nothing back either way
