Patience is a virtue - it's generally considered bad netiquette to bump your post so soon after posting.

Have you looked in device manager to see if there are any errors showing for the USB ports? If you have a free PCI slot (usually one of the slots you can see on the back of your PC), you can add USB ports with a PCI USB card such as this:

some drivers missing?

If they are broken and not just incorrectly set up then your best bet would be a USB PCI card as that doesn't depend on any of the existing USB hardware. If the machine is a laptop then the equivelent is a PC Card/ExpressCard with extra USB ports.

One of the things that disable USB ports is pulling devices like pen/flash drives without closing them down first.Seen it happen loads of times , they say there plug'n'play , but there not . Always right click the icon on the taskbar and close it down before removing .They normally work again after a OS re-install. Drastic measures ,so in the meantime buy a PCI card .

Yes they are. Plug and play just means it'll work when you plug it in without having to set it up. A device can still be plug and play if it requires you to shut down, or even open, the computer to plug it in.

Would a PCI Card work if it was a software issue?

You've still not answered what the state of your USB ports are in device manager, if this is a software failure then putting more ports in may not help.
