On February 9, ministers approved a twin-track reform, ending the old system of selling petrol for only a few cents per litre and introducing more realistic pricing.
Drivers will now have to pay 2,800 to 3,100 manats per litre, equivalent to 17 to 20 US cents. This is still very low by international standards, but represents a massive price hike for local consumers. Until now, a litre of petrol in oil- and gas- rich Turkmenistan cost only 300 to 400 manats, or around 2.5 US cents.

Oil company Shell posted a yearly profit of £13.6 Billion - the highest profit of any british company ever

It's true. But there are reasons for it, both historic and economic, which aren't so good. See here for a recent report.

As I understand it Chavez is kept in power by the rural vote - the middle class hate him for his 'marxist' ideals, so the cost of petrol in Venezuela (where the GDA and cost of living seems so low to W eyes) is effectively the cost of transport from the refineries.
But happy to be corrected - not exactly my sphere of knowledge TDH.

its only that cheap becuase they have lots of it and its subsidised in Venezuela, seems abit unfair while the rest of the wolrd is wary of the effects of global warming.

Hmm... Just returned from Europe. Average price of unleaded in France is 1.40 Euro, which is roughly translated to 112p. In Belgium price was a bit higher, but the cheapest one was in Luxembourg at 1.20E, which is about 95p.

So, in current state of weak pound and strong euro, it is those on continent who are ripped off most.
