To dial a landline number it's 001 followed by the person's number. I'm not sure if it's the same for mobiles, or if for that matter you can call all US mobiles.

ETA: Done a quick google and it seems it should be the same as the landline number, i.e. 001 folllowed by the person's number.

What have you been trying?
