I'm always intrigued about this. Why are Newsgroups so "safe" when it comes to downloading?

because the person monitoring it cant tell what you are downloading-its all meaningless gobbledegook until you piece it together with the required software-isp cannot tell the difference between downloading a movie,or a legit file,or gaming online etc, whereas a torrent will be labelled with a name that can be seen.

Government now has the power to force ISP's to block any website they want - we're all affected.

newsgroups arent websites tho-its all stored on servers, you can find them via the software itself, without the use of any website.

not quite true guys, as you said its just a case of capturing the packets and using "the software" to decompile, if you can get the encryption key, so can they.
newsgroups will be targeted as soon as they become the popular method of downloading and the legisaltion will already be in place from this bill so the whole start, trial, execution will be so much quicker then.
don't sit there smug thinking you have it covered, fight this bill with everything you can..
