no, its tied to the PSN account. Creating a new user will allow access but creating a new PSN account will not.
You can't transfer game saves or trophies though

You can copy saved game content from original PlayStatIon (PS1) & PS2 virtual memory cards created on your console.
You can also copy saved game content between different PS3 accounts on one console, but some (newer) titles detect the data was created by another PlayStation Network account & the data is ignored. This was implemented to stop parties sharing saved game content & gaining PS3 Trophies they had not achieved first-hand.
You can copy some saved data to external Universal Serial Bus-mounted drives &/or flash memory sticks.
You can backup your entire PS3 console for later restoring back to the same console, or to another console.
As mentioned above, you can copy content using the "Data Transfer Utility".

If you want to continue playing on your old account on your new ps3 then all you do is recover your profile.
You cannot transfer trophies to a new account.
You have 2 options,
Recover your original account on new ps3.
Or start again with a new username and no trophies.
