No, you loose the money and have a nice brick. I'd never touch a second hand phone.

If you have a signed receipt from the seller with his mobile number and the imei number of the phone then there is the possibiltiy that the phone company may consider unlocking it,

The seller has probably reported it stolen and claimed under insurance. Suppose you could report him to the police..

Before you try that, threaten the seller with going to the police, etc and demand your money back. If you have no luck with that, you can at least sell the phone for spare parts.

is that a proven fact.... because my m8 is thinking about buying a brand new apple iphone 3G or 3GS and doesnt want the fact or getting it blocked like 3 months after he purchases from a seller from ebay

The network will only unblock it for the registered owner on their system (well, that's how the one I work for does it).

We get 3 or 4 people a week calling in who have bought a phone of the 'bay and now find it's blacklisted. Some the phones have been obtained through fraud so there's no way those are going to be unblocked. . .

isnt there somekind of policy on ebay that you can get your money back... because at the time it will work fine then 3 months after it gets blocked by the seller? Can you register it under your own name and provide the service provider with an ebay sales invoice... if it was bought legitely?

No idea about Ebays policy.

Under the data protection act we can only talk to the owner. We check the imei on the system and ask the person on the phone to clear security.
If they can't there's nothing we can do other then refer them back to Ebay or the person they've bought the handset from. Though, usually it turns out that the seller has stopped responding to emails and may even have closed their ebay acc (or had it closed by ebay).
