Question about paypal funding fees for personal payments

Hi,
Just a stupid question, but I find no convincing response on paypal website.

If I want to send money to someone, but have a nil balance on my paypal account (never happened before, I used to only spend money I received): can I fund it by debit card, and what are the fees involved?
Is it free if I make the transfer as a gift?

there is a fee for funding from debit card as a gift payment but u can choose weather you or recipetent get charged the fee

from the paypal site:

It's free when you use your PayPal balance or your bank account linked to your PayPal account. There is a charge of

3.4% + £0.20 GBP

for debit or credit card payments
(either the sender or recipient can pay this fee).

yeh use bank they use echeque but takes 7/9 days to clear.
