Question about Saints Row The Third

I'm buying this for my brother's christmas but wanted to know if the Professor Genki's Hyper Ordinary Pre-Order Pack included in the limited edition was included on the disc or is it DLC? He's not online so if it's DLC it would be pointless spending the extra.

Yes it' DLC, aka a voucher code that you will have redeem via PSN and download the extras.
