I doubt you can buy them separately to be honest.

You really don't need them anyway, they're only for reducing vibration noise from the rad.

I don't think they have a name - but I've heard of folk wrapping insulation tape around the brackets to serve the same purpose as these plastic inserts

Pretty sure no one sells them separately.
