Oh well, bet she hasn't sent them recorded delivery, no proof of delivery so jack she can do. Normally I would be against stuff like that but in this case she deserves it.

Such a shame, it's people like your buyer who ruin it for us normal and honest people buying and selling on eBay as it makes sellers (rightfully) unhappy and in turn means less items go up for sale as it's too much hassle, and when you do have a genuine buyer whose items have issues then it's hard to tell between the genuine and scamming people so as a seller you have less patience and trust.

The woman who negged you has, according to her feedback left for others, had a very large number of items go missing in the post, I smell a scammer after freebies.
In over 300 items bought and sold through eBay in over 4 years I have had only 2 things go missing in the post (one of which I don't believe the seller posted). Your negger either has unbelievably bad luck or is lying.

If you contact eBay and explain the situation and your concerns they should look into it for you. Bad buyers are just as bad for business as bad sellers imo, eBay won't want scammers on their site.

I would tell her to return at her own cost and upon receipt you will refund, but then if you find that any of her complaints are true then also refund her the return postage costs.
A paypal dispute will almost certainly end in you being told to accept them back and refund anyway so if you act quickly then you might be able to avoid another neg.

Edit: I know this is not ideal (it sucks) and that you will be out of pocket for the original postage but two negs in a short time is something I would personally want to avoid even if neither were your fault in the first place.

Firstly, always check what feedback a buyer leaves for others BEFORE you send anything.

Secondly, putting no returns can work against you because a buyer will think they can't return something if it doesn't fit etc so that can prompt them to say something hasn't turned up or they make something up that is wrong with the item or intentionally damage it etc,it's best to put returns accepted, buyer to pay return postage.

It's best to get the item back intact than to be totally put of pocket.

Even if buyers put in a Paypal claim they have to pay the return postage themselves.

Your postage star is very low,you might wanna look at improving that and trying to despatch items faster, even though you state on the auction you don't post daily, people will still mark you down.

I'm trying to contact ebay about the buyer that seems to be a scammer, but I cant find a topic that suits and I cant find a way to just send an email, any ideas?

my postage star is still in the 4.4, I dont see how thats very low tbh?

according to the woman who's claiming not as described shes already sent them, without me saying she should, and I took photos before sending, so if the item is damaged then she has damaged them.

As long as the shoes arrive in the condition they were sent then i would refund the sale price.

Anything below 4.5 is low,it's below the "average"

You say she sent you an email, was this via your regular email or through Ebay? I only ask because Ebay don't have access to your email so wouldn't have a record if this was how she contacted you. Just warning that you should always message each other through Ebay if possible.
