I couldn't get on with Gimp, but i know it can be good if you stick with it.

A web based one i use that's quite good is www.pixlr.com

Pretty similar to PhotoShop (which i use a fair bit)

For very basic photo editing, its surprising what Google Picasa offers users. Other than that Photoshop Elements isnt all that much money. Worth purchasing.

Paint.NET and PhotoFiltre are decent enough programs, if a little more basic than Photoshop. Should be fine for home user photo editing though, and user friendly.

If you are familiar with photoshop, maybe look into GIMPshop... Its GIMP but modified to mimic the look and fel of photoshop so the transition accross should be easier.
